Fix companion file handling for Podman 6
Fixed an issue where companion files (non-Quadlet files installed alongside a primary Quadlet file) were not being properly handled in Podman 6.0+. The fix ensures local companion files are copied directly into the Quadlet directory when using non-directory sources, and properly tracks them to maintain idempotency.
Upgrade Go build version
Updated the Go version used for building Podman from 1.25 to 1.26 in the automated build workflow.
Fix CI idempotency tests for logging
Fixed idempotency job failures in CI by adding rootless storage configuration to GitHub Actions workflows and moving journald-based log_opt tests to a separate test file that doesn't require running containers. This resolves permission issues with rootless podman and incompatibilities with Ubuntu's conmon package that lacks journald support.
Fix CI build job version detection
Changed how the build workflow extracts the Podman version number to avoid permission errors when running as a non-root user. The workflow now uses `podman --version` instead of `podman version`, which prevents the runtime engine from trying to initialize storage directories prematurely.
